On May 28, 2018, Minister, Chairman of the Government Office Mr. Mai Tien Dung visited and worked with FPT Corporation. Attending the meeting, there were the attendance of leaders of the Ministry of Finance, the Ministry of Information and Communications, the Ministry of Science and Technology, leaders and technology experts of FPT Corporation.

At the meeting, Minister and the members listened to the experiences FPT had in successful e-government implementing in Quang Ninh province and orientated to boost up in e-government implementing in Vietnam.

After 5 years, Quang Ninh has created a modern, professional work environment that saves time, cost and improves the efficiency and quality of the services that serve residents and enterprises. In 2017, Quang Ninth was the top performer in the Vietnam Provincial Competitiveness Index (PCI) and Provincial Administrative Reform Index (PAR). Currently, more than 400 local units of the province have joined the e-government application; more than 3.7 million document times have transferred online for 3 years. Thanks to the e-government application, it saved more than 30 billion Vietnam dongs in term of administrative costs, and nearly 15 billion Vietnam dongs in term of sending and receiving documents in 1 year. More than 1,500 online services and 600 thousand applications were handled per year that saved for social costs average more than 70 billion Vietnam dongs. The information system and one – door online data are implemented to clear the solving administrative procedures process of the authorities and to allow residents join monitoring the activities of the authorities. Especially, the e-government system has saved up to 40 percent of the time and decreased minimum 1-time transportation per transaction of the residents, organizations, and enterprises.

Minister, Chairman of the Government Office Mai Tien Dung highly appreciated the achievements of Quang Ninh and requested FPT support the province in e-government development. The Minister also asserted that the Government Office would support Quang Ninh and the e-government model in Quang Ninh would become the model of the nation in e-government implementing that is the foundation to build the national e-government model.

Mr. Dang Huy Hau, Vice Chairman of Quang Ninh people’s committee shared that: “E–the government will change process model, the working of the public sector so that to implement successfully e-government, the first factor is the high determine of leaders of the province and the agreement of local levels. Other factors such as communication, training, information technology infrastructure… also, play important role in successful e-government implementing. Besides, the province also needs to select partners who have the capacity, experience and potential to accompany the province during the implementation and management, maintenance and upgrading of the system continuously according to the development of e-government”

Mr. Phan Thanh Son, Chief Technology Officer of FPT IS shared that “FPT has had more than 20 years experiences carry out the e-government in many provinces in the country. The products, services of FPT are widely applied and upgraded, updated the latest technology trends. With more than 1500 experts in the public sector who have knowledge about reforming administrative procedures, FPT committed to long-term cooperation and cooperation for the common good as well as towards the success of implementing e-government in Vietnam.”

Vietnam is building a digital government to move towards transparency and publicity and promote economic development. According to the World Bank (WB), Vietnam has the advantage in e-government implementing when the density of Internet use is quite high. In addition, the Government of Vietnam is aiming to build the digital Government, the digital economy. The implementation of online public services will reduce government harassment as people pay a “lubricant fee” when granting a driver’s license and land title deed…

In 2016, Vietnam ranked 89nd out of 193 countries in term of e-government according to a survey of Union. In among of those online service index increased 8 notches from 82nd out of 193 in 2015 to 74nd out of 193 countries. Vietnam has basically completed the connection and interconnection of the document management systems of ministries, branches, and localities with the Government Office. There were 26 ministries, ministerial-level agencies, government-attached agencies and 63/63 provinces and centrally-run cities linking document management software, which automatically recognizes the treatment status of documents between agencies; 63 out of 63 provinces and cities and 19 out of 30 ministries and agencies have publicly processed the dossiers on the Government Portal, except for some ministries and specialized agencies.

According to the analysis of Gartner, digital government is divided into 5 grades in among of those, e-government is the lowest level of digital–government–level 1, digital government is the highest level–level 04.

Meanwhile, e-government focuses on creating the efficiency of the activities of the Government from operation to supplying services, the digital government focuses on creating the value for residents, enterprises, and government through reforming and transformation of the operational model.

The government refers to the use of digital technologies including big data, artificial intelligence, mobile technology, cloud computing… as part of the modernization of key strategies to create public values. Digital government is built on an ecosystem of government agencies, NGOs, economic organizations, associations and citizens to support the creation and use of data, services, and content through government interactions.
